The Solomon Amendment is a federal law that allows military recruiters to access some address, biographical and academic program information on students age 17 and older.

The Department of Education has determined that the Solomon Amendment supersedes most elements of FERPA. An institution is therefore obligated to release data included in the list of “student recruiting information” which may or may not match the institution’s FERPA directory information list. However, if the student has submitted the Authorization to Withhold Directory Information form to restrict the release of Directory Information, then no information from the student’s educational record will be released under the Solomon Amendment.

Effective October 23, 1998, all colleges and universities are required to comply with the final regulations of the Solomon Amendment. Colleges that fail to comply with the Solomon Amendment risk losing funds from several federal agencies, including: The Departments of Education, Labor, Health and Human Services, and Defense. To remain in compliance with the Solomon Amendment, the Pennsylvania College of Technology has the following procedure in place.

Pennsylvania College of Technology’s defines “Student Recruitment Information” as:

  1. Name
  2. Address (local, permanent)
  3. Telephone (local, permanent)
  4. Major
  5. Class Level (Freshman, Sophomore, Junior, Senior)
  6. College Email
  • Information released is limited to the current semester or the previous semester. If the request is received between semesters, the requestor must specify previous semester or upcoming semester.
  • Students must be enrolled.
  • Information released is limited to military recruitment purposes.
  • Information is released once per semester to each of the eligible military recruiters. Eligible recruiters must be from one of the following military organizations:
    • Air Force
    • Air Force Reserve
    • Air Force National Guard
    • Army
    • Army National Guard
    • Army Reserve
    • Coast Guard
    • Coast Guard Reserve
    • Navy
    • Navy Reserve
    • Marine Corps
    • Marine Corps Reserve

Process for Requesting Recruitment Information

All responses to Solomon Amendment requests for information will be processed by the Registrar’s Office. Military Recruiters are to submit their Solomon requests to: Pennsylvania College of Technology, Registrar’s Office, One College Avenue, Williamsport, PA, by email at registrar@pct.edu or in person.

Recruiters are required:

  1. To submit their request in writing, on letterhead that clearly identifies their military recruiting organization.
  2. To complete a Solomon Amendment Request Form

Requested information will be provided in an excel file as an email attachment or as a hard copy if requested in person.
