College Appoints Administrator to Oversee Facilities/Maintenance

Pennsylvania College of Technology has named Timothy O. Rissel executive director of general services.

Rissel, who comes to Penn College from Albright College, Reading, will provide leadership in management and operation of the college’s facilities, including construction/renovation, maintenance/repair, utilities, grounds, custodial care and the motorpool.



Timothy O. Rissel Since 2014, Rissel has served at Albright as director of facilities services and operations. Prior to that, he was life cycle manger and engineering consultant for McKean Defense Group, Norfolk, Virginia, and a nuclear machinist mate for the U.S. Navy in various locations, including the Norfolk Naval Shipyard.

At Albright, Rissel managed operations for a 118-acre campus, overseeing a staff of more than 50 employees.

He holds a Master of Engineering Management degree from Penn State and a Bachelor of Science in nuclear engineering technology from Excelsior College, Albany, New York.

Rissel began his duties at Penn College on June 18.

“Tim’s experience, skill set and leadership qualities make him well-suited to oversee General Services at Penn College,” said President Davie Jane Gilmour. “I welcome his perspective and look forward to his contributions to our leadership team.”

Rissel will also be responsible for ensuring safety and quality across the Penn College campus; interacting with senior administration to ensure capital needs are coordinated with the institution’s Strategic Plan; developing strategies for continuous improvement of campus infrastructure, systems, operations and energy conservation; and facilitating space planning and allocation.
