Staffing Changes Announced in Public Relations & Marketing

Pennsylvania College of Technology has announced administrative changes within Public Relations & Marketing at the college.

Tina M. Miller becomes director of public relations and marketing, and Carlos Ramos has been named director of strategic marketing. Miller served most recently as director of marketing communications; Ramos was manager of web development and interactive media.

Duties to be handled by Miller – who will directly supervise design and digital publishing staff – include providing operational management for the office, coordinating the development of marketing materials to support the college’s marketing initiatives and strategic goals, assisting the associate vice president with budgeting, evaluating departmental processes, overseeing project management, and coordinating year-end reports.

Principal responsibilities for Ramos – who will directly supervise web development, social media and academic marketing personnel – include creating strategies for communicating marketing messages aimed at student recruitment and retention, tracking response to communications, and evaluating return on investment. He will serve as primary author of institutional marketing and marketing communications plans, as well as audit reports reflecting outcomes of planning.

“These staffing changes reflect the individual and collective strengths of Tina and Carlos and will enhance the way in which Public Relations & Marketing helps to communicate the mission, values and strengths of Penn College,” Yoder said. “I anticipate a seamless transition as Tina and Carlos take on their new roles and responsibilities.”

Miller has been employed at the college since 1996, starting as a production printing assistant. Other positions she has held before becoming director of marketing communications are desktop publishing specialist, web designer, advertising and information coordinator, and manager of marketing communications.

She holds a Bachelor of Science in technology management and an Associate of Applied Science in graphic communication, both from Penn College. At the college, she has served in various roles within the college’s Internal Governance system.

Ramos began his employment with the college in 2008 as a web designer. Subsequently, he was a web designer/interactive media strategist before becoming manager of web development and interactive media. He has also served as an adjunct faculty member for the School of Business & Hospitality and the School of Industrial, Computing & Engineering Technologies at the college.

He holds a Master of Science in computer information systems, IT project management, from Boston University and a Bachelor of Arts in business administration from Lycoming College.
